A majority in the House of Representatives wants to end temporary leases. The two-year lease, which was introduced in 2016 to open up the housing market, must be abolished. “The tenants have been the worst in recent years,” says ChristenUnie MP Pieter Grinwis.

According to Grinwis, the temporary contracts have not brought much good. ‘If you look at the housing market in recent years, and how we as a government have dealt with tenants, restoration of tenant protection is urgently needed,’ he says in conversation with political reporter Sophie van Leeuwen. ‘When this bill was introduced in 2016 by the then Minister for Housing Stef Blok, he swore that the permanent contract would remain the norm. But in this housing market you get stressed again the day after you get the key.’

Even apart from the increased uncertainty of tenants, we have made little progress with the temporary leases, says Grinwis. ‘The promise was that there would be a greater supply, but that has not been proven. The promise was that it would remain an exception to the rule, but it didn’t become that.’ Many landlords took advantage of the biennial moment when a lease contract expired to implement rent increases. ‘The tenants have been the worst in recent years.’

Although permanent contracts should become the norm again, according to Grinwis, the initiative law does leave room for landlords to conclude temporary contracts with ‘target groups’. For example with annoying tenants. ‘But you can no longer simply determine in advance whether someone will receive a temporary contract or a contract for an indefinite period.’

Last night, the House debated the initiative law of PvdA and Christenunie. The initiative law has not yet been adopted, but is supported by D66, SP, GroenLinks, the Party for the Animals and most likely the CDA and the PVV.
