Would you like to contribute to increasing the transparency and service provision of the municipalities of Diemen, Uithoorn and Ouder-Amstel and the Duo+ implementation organization? As a Program Manager, you are responsible for the ‘Information Management in Order’ program, which aims to significantly improve the information position of the four organizations.

About Duo+
Duo+ is the implementation organization for the municipalities of Diemen, Ouder-Amstel and Uithoorn. The organization has been around for over seven years now and is constantly developing. Are you looking for a versatile position in a dynamic working environment? Then this is your new job!

Your work
The Woo came into effect on May 1, 2022. This law replaces the Public Information Act (WOB) and encourages a culture of active disclosure by all governments in the Netherlands. The Wmebv also comes into effect on July 1, 204. This law requires that residents, visitors and companies must be able to request products and services via digital channels. Both laws place higher demands on the information management of our organizations.

In the impact analysis of the municipalities of Diemen, Uithoorn and Ouder-Amstel and the implementation organization Duo+, an action plan, planning and prioritization have been drawn up. The result of the Information Management program is that:

  • We are able to make both active and passive pieces public;
  • We are digitally approachable and can provide the support that Wmebv requests;
  • The various roles, responsibilities and ‘ownership’ have been clearly addressed and secured in the information management.

In concrete terms, this means that the Program Manager carries out the following on a project basis:

  • You organize, improve, implement, test and monitor the information architecture of our information management in a quality management system. This information architecture must match the work processes.
  • You participate in and direct the implementation of information processes and information architecture.
  • You coordinate information security and privacy aspects with the CISO.
  • You monitor and test the quality of the information management.
  • You translate wishes (new business requirements, changes in legislation and regulations, implementation of new systems) into information solutions and safeguard these in the quality system.
  • You function as a liaison between the Information and Automation department, Internal Services and the business in the field of information management.

You contribute to a business-like professional working environment in which safety and the human touch can be guaranteed.

You have the following profile:

  • HBO working and thinking level.
  • Demonstrable recent work experience as an information advisor in the field of implementation and management of information provision in primary and business operations processes.
  • You radiate seniority and understand the business.
  • What you can imagine, you can also make happen. With this no-nonsense attitude you create understandable and concrete policy.
  • You have tactical – strategic thinking and you combine this with planned and project-based operations and practical and decisive action.
  • You have written and oral communication skills, are results-oriented, have persuasive power and can deal with resistance.
  • Experience with the GEMMA process structure is an advantage.

You also know what practice within a municipality looks like. You have extensive experience with information management, have excellent communication skills and work goal-oriented

Your place in the organization
You are part of the Operations department of Duo+. To ensure that information management reaches a higher level, complies with legislation and regulations and that the implementation of the Woo and Wmebv is really successful, a quality team has been formed based on a program. In that quality team, a director/information manager, a project leader and a process manager work closely together. The process manager and the project leader are accountable to the Information Management Program Manager. After completion of the program, these activities will transition into regular implementation.

Our offer
Duo+ offers you challenging work where your independence and customer focus are valued.
The work is valued at scale level 11, a minimum of €4,211 and a maximum of €5,997 gross per month for a full-time working week (36 hours).

We also have a contemporary employment conditions package. You can go here based on a
individual choice budget of 17.05% and €500.00 gross per year.
You can use this budget to buy extra leave or leave it at a time of your choosing
payout.
