The Information Management sector of the municipality of Leeuwarden has a vacancy for a Project Leader Information Technology Projects for various projects (32-36 hours per week).

The municipal information landscape is constantly changing. New developments are introduced and technology is constantly changing. Residents and entrepreneurs expect the municipality to keep up with these developments in order to provide optimal service. At the same time, we must continue to provide existing services. After all, as a resident or entrepreneur, you cannot simply knock on the door of another municipality. The Information Management sector plays a crucial role in this. The growth of our field requires the implementation of these new technologies in order to support the tasks and challenges of the organization.

As a project manager for IT projects, you play a crucial role in the successful execution and delivery of various projects. You are at the intersection of information, technology and organization, often leading a multidisciplinary team. This team consists of representatives from various departments, such as Information Provision, Business Operations, Services, Legal Services and Advice.

Your responsibilities include achieving the intended results of projects within the agreed time limits. This means that you effectively manage projects from start to finish. You execute projects on behalf of an official client, where it is essential to clearly understand and meet the expectations and objectives of the client.

Setting up and managing an efficient project organization is also part of your tasks. You make sure that everyone knows what their responsibilities are and when something has to be delivered.

In many projects you are responsible for both the tender phase and the implementation phase of new (information) systems. In a successful tender you ensure that the system is rolled out and then successfully implemented. In this it is essential to involve and train the user organization, so that there is support for the chosen solution.

Key deliverables include a set-up, working and usable system, essential links, a trained user organization and a solid development strategy. Often, the migration of information from existing systems and the phasing out of the old system are also part of these projects. In short, as a project leader for IT projects, you are a key figure in realizing successful projects that contribute to the growth and efficiency of the organization.

Who are you
We are looking for an experienced project manager with at least 10 years of relevant experience. You have excellent verbal and written communication skills. In addition, you are persuasive and result-oriented. You radiate calm and confidence and place responsibilities as low as possible within the project team.

In addition, we ask:

  • You have HBO/WO work and thinking level;
  • At least 10 years of work experience in implementing IT projects;
  • At least 2 European IT tenders prepared and executed;
  • Preferably work experience within a municipal organization;
  • You have extensive experience with project-based and results-oriented work;
  • You have knowledge and experience with Prince II and Agile Scrum;
  • Knowledge and experience with BiSL and possibly ITIL is an advantage;
  • You can take action on your own initiative, make proposals and/or respond proactively.

We are looking for a new colleague for this structural position, as a starting point we offer a one-year contract, with the prospect of a permanent employment contract. We offer a salary, depending on education and experience, of up to €6,777, – (job scale 12, salary scale 1-1-2024 CAO Municipalities) gross per month for a 36-hour working week.
