The municipality of Vlaardingen is busy improving its information provision. For example, the previously initiated movement to the Cloud will be further taken up together with a rationalization of the application landscape. Attention is being paid to the further development of i-Governance and the focus on data as a basis for process-oriented thinking and working within Vlaardingen is increasing. All this with the aim of keeping a grip on and control of the changing information provision in an ever-changing (political) environment, developing sufficient resilience and at the same time agility, whereby we no longer have to do everything ourselves, but also manage smartly and enter into partnerships. .

What are you going to do?

As an Information Manager, you monitor the structure and cohesion within the information provision, you guarantee the connection between the development of the information provision and the ambitions of the business, you draw up the i-vision and i-strategy in line with municipal ambitions, programs and tasks, and you ensure its realization and you monitor the frameworks and guidelines within which the information provision develops

Within information management, we are looking for additional reinforcement in the form of an information manager who specializes in geodata and GIS. Vlaardingen already has systems, data and overviews/insights with a GIS/GEO component, but these are not yet sufficiently embedded in the total information provision. We are looking for an information manager who, with knowledge, skills and experience, is able to further integrate and develop the spatial aspects in the information issue in conjunction with the other components of the information provision.

Some issues for this information manager are:

  • How do we place the spatial component within Vlaardingen’s integral data management? Is GEO an aspect just like time and inextricably linked to certain data sets, or is it a world apart that should be treated as such? Which route are we following on the way to ‘location based intelligence’?
  • How do we incorporate the GEO/GIS functionalities into the total information provision of Vlaardingen? Should we purchase and deploy stand-alone GIS applications, is GIS functionality a requirement that must be fulfilled within case and task applications?
  • With which tools do we serve the business: simple and embedded geo-facilities, independent viewers or heavy GIS-GEO packages?
  • What standards do we adhere to and what developments do we see in them?

The art of the information manager in this will be to sketch a picture of the future that does justice to the developments in the GIS/GEO domain and at the same time remains feasible and affordable for Vlaardingen.

Who are you?

Based on your experience, you have a strategic vision of information provision within the municipality. You are aware of new developments in the field of ICT/GIS/GEO in particular and you can estimate which ones are relevant to the organization and translate them into concrete solutions. You have strong communication skills and you can work together with various stakeholders within and outside the organization. You solve complex issues and make decisions based on data and analyses. You can translate complex technical information to the workplace.

What else is important to us:

  • You have experience building GEO/GIS policies and architecture.
  • You have experience with GIS/GEO within the regional/local government
  • You are familiar with (but not limited to) the following tools and technologies: Postgress/Gis Database, QGIS, Flamingo (open source viewer), OpenCities Map, Azure as data/geo platform, PowerBI.

Your new team

As an information manager you will be part of a team of 5 colleagues who work closely together, partly internally, partly externally. Everyone within that team fulfills the role of information manager and everyone also has their own area of ​​interest. For the daily management of the geo-specific (basic) registrations, there is a specific team of employees who take on the more organizing and executive tasks. As an information manager GIS/GEO, in addition to contributing to i-vision, i-strategy and frameworks and guidelines, you will also work closely with the more tactical/operational team to steer the desired change in the right direction.
