Job description

Department THIS

The name of the department ‘Data, Information and Technology (DIT)’ already tells you what the department is concerned with. For example, the department manages various (Cloud) platforms, such as Microsoft, Citrix and Oracle, and offers them to the municipal organization. As a result, all employees can work pleasantly and safely, collaborate and perform data analyses. The platforms ensure that automated services to the city and to the organization run reliably and efficiently.

The DIT department also advises the organization on how to deal with the rapidly changing technological developments. And brings these developments together with the needs of residents, entrepreneurs, partners and the organization. In addition, the department collects and manages important basic data of the city. These are analysed, interpreted and enriched into valuable information that form the basis of our municipal services. DIT also ensures that (digital) information is stored properly and securely, so that the information can also be found and used in the future.

The DAO Team

The Data, Analysis and Research (DAO) team concretises information issues, adds value to them and thus supports the organization in achieving its objectives. Within the team work alongside the Information Analysts, Data Engineers, Researchers, GIS specialists and Data Management Consultants.

What are you going to do?

Within the team, 10 information analysts work in specific data teams, divided over the five domains; safety, social, physical, business and public services. Two positions have now become available in the data team that works for the security domain; specifically for intelligence cluster security. The Security and Neighborhoods department that falls within the domain wishes to work more data-driven and information-driven. The Information Analyst plays an important role in this. As an Information Analyst you make a direct contribution to making Tilburg safer. By making the correct information available, you support colleagues in, for example, forming the safety policy and deploying safety measures as effectively and efficiently as possible.

  • As an Information Analyst you are actively involved in supporting both internal and external partners in the field of information provision;
  • You collect and generate relevant data & information and are able to display this information in an approachable manner. In short: you provide insight on the basis of which good and smart decisions are made;
  • You think along with internal and external customers and are able to reveal the question behind the question;
  • You develop, implement and deliver timely and reliable analyzes and management information;
  • You also provide periodic and ad hoc information to users within and outside the municipality. You maintain the data and information;
  • You analyze information from existing applications and contribute to the development of our information systems;
  • You will be involved in the provision of information in the field of security. You can think of topics such as home burglaries, cannabis farms, nightlife violence, safe shopping areas and nuisance.

What does your day look like?

The day starts with a daily ‘stand-up’ by the data team or with a weekly start of the intelligence cluster. The ‘stand-up’ is always kicked off by the product owner. And based on the Agile scrum method, the scrum master goes through all the tasks that have been recorded for this sprint. In addition to Information Analysts, Data Engineer and the Product Owner, the intelligence cluster also consists of an Information Provision Advisor, a Criminologist, an Information Coordinator Subversion and a Business Analyst. Before we move on to the content at the start of the week, we always want to know how everyone feels. Everyone briefly talks about the assignments he or she is working on and indicates whether there are any bottlenecks in carrying them out. Both the ‘stand-up’ and the week start look at whether others may have a solution for bottlenecks or whether you can work together when different tasks have a similar goal and/or approach. Because colleagues from different disciplines work together here, you are thought along with you from different angles. For example, you can use your expertise to help the information coordinator on subversion.

In a follow-up interview, you help the client in question to clarify his or her information request, point out (im)possibilities, but also advise on opportunities to get even more out of the available data. After all, you see what is concretely needed, so that they can do their job even better with renewed insights. This ensures that it is clear to all parties involved who is responsible for what and that they can always contact you with questions.

In the further course of the morning you are busy starting or completing current assignments. In the case of new assignments, you assess whether the required data is available. From current assignments, you may discuss completed concepts with colleagues and ultimately the client.

In the afternoon you will sit with a Security Specialist, who will present you with an information request. This is an acute safety problem that requires quick insight in order to determine the right approach. Together you will see whether there is a need for a quick and simple report, or whether a complete dashboard should be created.

In the further course of the afternoon you coordinate intensively with the Data Engineer about a functional design for a data model that you have submitted to him. Just when you think you can proceed with the necessary adjustments, the product owner asks for your attention. On behalf of the mayor, the Information Services Advisor urgently needs information about the security situation in a particular neighbourhood. The pressure is good, but you don’t mind. You immediately put everything aside and provide the necessary information on time. Before you do this, you have carefully checked that everything is reliable and

complete.

What are you bringing?

  • You are in possession of a relevant completed HBO education: for example Business Intelligence or similar in the ICT field;
  • You are familiar with working in Agile PM. And more specifically the DevOps working method, we see that as an advantage;
  • You have experience with source analysis, drawing up functional designs (front and backend) and modelling;
  • You have knowledge of and experience with Business Intelligence tools, such as PowerBI;
  • You have demonstrable knowledge of and experience with SQL (developer);
  • You have relevant experience in a similar position;
  • You have the competences of result orientation and cooperation to a large extent.

We offer

  • We strive for a working environment in which everyone feels at home and can be themselves. A diversity of experiences, backgrounds and talents in teams adds value to our organization and the city of Tilburg;
  • The position is classified in salary scale 10 with starting scale 9. Based on full-time employment, this is a minimum of €2,865 and a maximum of €4,671. Depending on your experience and current situation, we will make you the best possible proposal within this bandwidth;
  • It concerns a structural function. You will initially be offered an employment contract for a period of 1 year. If you are currently in permanent employment, you will remain in permanent employment;
  • A position within one of the best government organizations in the Netherlands;
  • Choice of different training courses in the Tilburgs Leerhuis with which you can improve every day;
  • Socially relevant work. Everything you do has direct consequences for residents, employees and partners of the municipality of Tilburg;
  • Good work-life balance; full-time employment is a maximum of 36 hours;
  • An individual choice budget of 17.05% that you accrue monthly. You decide how and when you spend the budget;
  • Are you traveling by public transport? Your travel expenses will then be fully reimbursed (2nd class).
