What are you going to do?
As an operations employee, you are at the start of the change. You continuously keep a feel for (mainly) the departments within Income Support and dare to work across domain and department boundaries if the situation requires it to come to the best solution for the customer. You are able to determine the impact of an issue and translate this into concrete needs and solutions.

Impact analysis: You translate the need for implementation into concrete solutions in IT/business operations and vice versa and work together with colleagues from across the organization (Policy, D&K, I&A) on their implementation.

Guide change: In addition, you are hands-on and practical in order to realize the actual solution, both in terms of technology (system design) and implementation (e.g. work instructions, adjustment of processes or training needs).

Cooperation: You prefer to work together, and in this position you are the central focal point between various colleagues, for example Functional Management, Policy, Citizen Communication, data analysis and much more.

Integral: You maintain an overview and ensure that the result comes together when it needs to. You ensure that the solution is delivered in its entirety and validated by means of process validation and testing.

Knowledge holder: You are knowledgeable in both depth (business and IT skills and knowledge) and breadth (soft and business skills).

Fixation: You record agreements and results and ensure that knowledge is documented.

Communication: you feel a drive to improve provisions for the client and reports for the implementation and do this with input from the implementation and coordinate this with other municipalities in the Netherlands. You represent the interests of The Hague and bring and collect input to inform the citizens of The Hague as well as possible.

Continuously improve: You have a feeling for the departments within Income Support and you signal and act on improvements to your own work and make a sustainable contribution.

What are we asking?
For the flawless execution and change of the operational processes Income, we are looking for a senior employee business operations, with solid knowledge and experience in the field of business, process management and information provision. You are the ‘spider in the web’ between the execution and the IT administrators (functional and technical). You speak the language of both worlds and ensure the flawless execution of various income processes. You have a broad view of the SZW organization and look beyond domain and department boundaries to arrive at a good solution in the interest of the customer and the organization.

You also have:

  • you have demonstrably several years of relevant work experience in the social domain;
  • HBO work and thinking level;
  • demonstrable affinity with both business and IT;
  • knowledge of the Participation Act and poverty regulations;
  • knowledge and experience in Income Support;
  • socrates knowledge;
  • pre: experience with Scrum Agile.

Who are we?
The Social Affairs and Employment Projects department (SZW) employs approximately 4,000 staff (including target group colleagues) and is responsible for the implementation of the Participation Act (including the provision of social assistance benefits), the Sheltered Employment Act, the new Civic Integration Act, debt assistance and the municipal minimum income policy. The SZW department consists of the Income, Participation and Facilities (IPV), The Hague Works (DHW) and Service & Quality (D&K) directorates. SZW guides citizens to work, offers support and facilities to participate in society and provides financial assistance for people with a low income.

Within SZW, the Income Management department is the key to efficient income provision. With 110 dedicated income consultants, administrative staff and a team of 5 managers, we work together in the office, where we actively embrace a cultural change. Our main goal is to ensure that benefits are provided on time and lawfully, with attention to the specific needs of each citizen. Our communication with citizens is clear and understandable. Financial stability for our citizens is a key point in all our considerations and actions.

In addition, we are in the process of implementing our Academy program in combination with our onboarding initiative, with the aim of ensuring a consistent approach. We strive for efficiency and customer focus in all our processes, which is central to our income provision.
