Job offer

Are you an experienced ICT professional and do you have experience in leading large ICT projects? Do you want to contribute to the important task of municipalities? Are you someone who likes to shape his position in an organization that is constantly changing?

Then we have a great opportunity for you. Due to expansion of work, we are looking for a new addition to our team!

For the Automation team we are immediately looking for a:

ICT Project Leader/Advisor

36 hours a week

What will you do as an ICT Project Leader/Advisor?

You can count on the fact that the ICT organization is of crucial importance. Where else do you deal with more than 120,000 residents, companies and social organizations? All ICT processes for optimal business operations come together at a busy intersection where you, as a project manager & ICT consultant, will have to deal with all facets of ICT. Within the Automation team you fulfill a pivotal function together with the other advisors. And what gives working within the organization an extra dimension is that you don’t just limit your work to the ICT component. We also ask for your substantive vision, so that you can properly oversee the consequences of certain decisions for our business operations.

As a jack-of-all-trades within the team, you can be deployed strategically, tactically and operationally. We expect you to indicate how we can make our organization future-proof and serve our customers well. You will come up with practical policy proposals and clear memorandums that contribute to the optimal support of our ICT systems that support our business operations in the near future. To do this, you not only keep an eye on ICT developments, but you also follow the trends in the municipality.

In the coming months, two major ICT projects will start in the field of office automation and infrastructure, of which you will be the project leader. You set up the project on the basis of the project assignment. You constantly keep a finger on the pulse and focus on the project objectives. You work closely with the internal ICT advisors, administrators and application managers.

As a consultant you deal with a multitude of discussion partners: from the team leader to application managers, from the management to employees and fellow consultants. You are also the first point of contact for suppliers to the BAR municipalities and you are responsible for tendering contracts. You also maintain close contacts within the Information Management cluster. This requires you to be able to see through the process side as well.

What do we have to offer you?

  • An employment contract for a definite period with a view to an indefinite period;
  • The function is classified in scale 11 according to the CAO SGO; Depending on experience you will be scaled between €3,701 and €5,372 gross per month with a 36-hour working week;
  • Flexible working hours and the option to work from home;
  • An individual choice budget (17.05% of the gross annual salary);
  • Participation in the ABP pension scheme;
  • Travel allowance for commuting / Home work allowance;
  • A parental leave scheme.

The BAR organization as an employer:

The activities of the BAR organization are divided into 15 clusters, Strategy, Group Control and Management. In most cases, clusters have several teams. It is true that each cluster and team has its own focus and specialty. However, we are very aware that collaboration across the boundaries of teams, clusters and sometimes even municipalities is a “must” for a good end result.

The BAR organization is in full development. From 1 January 2024, the policy and implementation functions of the BAR organization will be returned to the municipal organizations. Business operations will remain centrally organised. In 2023, the changed operational management organization will be further structured. For your position, this means that from 1 January 2024 you will be part of the joint operational management organisation. Your working environment may therefore look different in the future than it does today. If you like working in a dynamic environment, then you’ve come to the right place!

You will be working in the Automation team of the Cluster Information and Automation cluster. Much of what happens within the BAR organization has to do with information and automation. The role of the cluster of the same name is therefore essential. The cluster exists to turn data into information that forms the basis of municipal policy. The employees also ensure streamlined office and process automation. Colleagues can work independently of time and place with the more than 200 applications that are used organization-wide. These are not only managed and maintained, but also continuously optimized with a view to process improvement and information provision. The most important thing is the safe processing of data in accordance with the privacy guidelines.

What do we ask of you?

It’s not an average function, as you can see. That’s why we don’t ask for an average background. You have HBO working and thinking level and you have been working in projects within the ICT sector for quite some time. In addition, we find a broad orientation very important. Because you are also involved in terms of content, you must be able to properly assess what is happening behind the municipal counters, for example. Don’t let yourself be pigeonholed too much: you could also have a completely different background, combined with an excellent knowledge of ICT.

About the organization

Can municipalities also merge while retaining their independence? Barendrecht, Albrandswaard and Ridderkerk provide proof. As BAR municipalities, we have bundled our official organizations since 2014. The operational management is integrated, the autonomy of each municipality is maintained. In practice, it is an ideal model to provide the residents of the three towns with the best possible service. That requires great trust in each other. That also requires room for diversity. And that above all requires a joint approach to issues. Exactly the factors that make working at the BAR municipalities just that little bit more inspiring than elsewhere.
