Working as a Functional Manager at the municipality of Haarlemmermeer:

Are you the connector between the line organization, internal users and HR colleagues and are you at your best in an organization that picks up on new developments and techniques? The Municipality of Haarlemmermeer is looking for a functional manager for the HR applications with an affinity for technology, processes and systems and who is mainly people-oriented. You know better than anyone how to analyze the needs of employees, managers and your HR colleagues and find out the question behind the question. This means that you can actually make a difference. The core of your job

As a functional manager, you and your FB colleagues are responsible for the continuity and optimal functioning of the HR applications, including the personnel and salary system (ADP Workforce). This means that you perform tasks in the field of usage management (support in the use of applications), change management (handling small change requests) and needs management (recognizing information needs and translating these into functionalities together with your colleague functional managers). In addition, you support your fellow functional managers in projects in which HR applications play a role. You fulfill the aforementioned roles by acting as a linking pin between the business, the ICT department and suppliers of HR applications (for example those of ADP Workforce).

In 2023 we will start a tender for a new personnel and salary system. This new system must be operational on January 1, 2025. Experience with such a tender is an advantage.

You will work within Cluster Human Resource Management (HRM). As a cluster, we together ensure an organization that functions optimally on a strategic, tactical and operational level. We want to make maximum use of the available talents and capacities of people and organizations. We work according to our organizational course: “Working from the intention”. This means ‘working from the outside in’, which is the guiding principle from which we work, manage and organize. In addition to working on organisation-wide objectives, we also translate the organizational course into our own (internal) services.

As a functional manager you are part of the Functional and Process Management team of the HRM cluster. This team consists of 3 functional managers, the supply chain director for inflow, throughflow and outflow and the process manager. A team of 5 (soon 6) who manage and develop HR applications and processes together. You work closely with personnel and payroll administration, HRM Experts (lawyers, analytics, training, recruitment, absenteeism), HR Business Partners, but also with colleagues from clusters Info+ (our IT department) and F&A (Finance and Administration).

This is what we look for in you

  • HBO working and thinking level, preferably with a business information technology background.
  • Preferably a number of years of work experience in a similar position as a functional manager with knowledge and experience with ADP Workforce, the current personnel salary system.
  • Knowledge and experience with Learning Management Systems (LMS), Recruitment and personal development plan systems is an advantage.
  • As a functional manager you have knowledge of HR business processes and functionalities of HR applications.
  • You are analytically strong and communicative.
  • You are result- and customer-oriented, accurate and proactive.
  • You work in a structured way and you can plan well. You can prioritize.
  • Available 28-36 hours a week.
