Functional manager e-HRM (Youforce)
for 24-36 hours a week

Where do you come to work?
The RID Utrecht is the ICT partner for 7 organisations; the municipalities of Baarn, Bunnik, De Bilt, Soest, Utrechtse Heuvelrug and Wijk bij Duurstede and the Regional Social Service Kromme Rijn Heuvelrug. These organizations collectively represent approximately 220,000 inhabitants. From Doorn, our RID staff support more than 2,100 employees in the province of Utrecht. In our young and informal organization we work closely together on further professionalization and innovation of the IT infrastructure and services. Who are we looking for?
We are looking for someone who forms an important link between the municipalities and functional management e-HRM. Good communication skills and soft skills are therefore an absolute must for a functional manager of the e-HRM system. You are an enthusiastic and committed e-HRM functional manager, with connecting and problem-solving skills. You feel comfortable in a team but are also able to work independently. Furthermore, you communicate clearly at all levels, you are service and customer-oriented and you therefore make an active contribution to the realization of our objectives and plans.

What are you going to do?
Your goal is to make and keep the e-HRM system available to all organizations involved and to continuously adjust it to the needs of these municipalities.
As a functional manager e-HRM you are responsible for the generic applications, processes and business intelligence in the field of e-HRM. You contribute to the continuous design of the deployment, design and development of applications and processes at a tactical level. The functionalities offered must be permanently geared to the needs of the organization and the municipalities. You advise on this, initiate change proposals and ensure their implementation.
You are the first point of contact for the municipalities, answer questions, give instructions and are involved in optimizing the processes and the e-HRM system.
Your ideal profile
- MBO level
- Knowledge and experience in management methodologies for functional application management (e.g. ASL and BiSL)
- Knowledge and experience of Visma Raet Youforce / HR Core Beaufort is an advantage, but not essential
- Able to work on a project basis
- Social and communication skills, environmental and organizational awareness, service and customer-oriented, result-oriented, analytical, advisory and eager to learn
What do we offer?

Depending on education and experience, a maximum salary of €4,052 (functional scale 8) applies gross per month (salary table for municipal civil servants new structure, reference date 2 January 2023. Amounts apply to a 36-hour working week, which may be flexible).
In addition to your monthly salary, you will receive a monthly contribution for your Individual Choice Budget (IKB). This IKB
consists of 17.05% of your gross monthly salary each month. With this budget you can make your own choices that suit your life phase, personal wishes and goals. So you decide when and for what you use your budget. Consider, for example, buying extra holiday hours, extra income through payment of the budget, a training / bicycle, etc.
