Job description

The municipality of Zaanstad is leading the way in the implementation of the new Environmental Act. This law should make doing business in our municipality more predictable and make procedures faster and cheaper. An important pillar under this law is the DSO (Digital System of the Environmental Act). This is a digital (environmental) counter where initiators, governments and stakeholders can quickly see what is permitted in the physical environment and what is not. In order to work well with the DSO, we would like to welcome a colleague who can set up substantive work processes for the Environmental Act. You will also manage these in the CLO application (Centric Living Environment), RxBase (environmental plan) and STRR builder (applicable rules). You will be our so-called ‘key user’ who maintains contacts with colleagues in the legal department.

Further you go:

  • contribute to improving the application connections to the DSO;
  • guide users in the use and design of the environmental law processes in CLO, RxBase and STRR builder;
  • testing the STAM connection between DSO and CLO;
  • developing manuals for users and solving issues with suppliers;
  • digitally implement changes to roles and rights together with users.

In this position you will work within the legal Advice and Supervision department. You work a lot with lawyers who use environmental law. You also work a lot with the IBT department, which provides functional management company-wide. IBT will provide you with a lot of support in your daily work.

Job requirements

In this position it is important that you are familiar with DSO-LV, BiSL, RxBase or STRR Builder. If you want to master this quickly, we expect you to be able to demonstrate that you can handle such systems.

Furthermore you have:

  • experience with functional application management within the Environmental Act;
  • demonstrable affinity with the implementation of the Environmental Act;
  • knowledge of how to organize roles and rights within CLO;
  • experience with case systems within the spatial domain of municipalities.

What else can you expect?

  • A salary between €3,558 and €5,247 gross monthly (scale 10 based on 36 hours per week). Exactly how much you will earn depends on knowledge and experience;
  • A job for 32-36 hours per week;
  • 194.4 holiday hours based on a 36-hour working week;
  • An individual choice budget (IKB) of no less than 17.05% of your salary. You can use this for extra vacation days, training, a bicycle or extra salary;
  • Hybrid working: both in the unique city hall, which is located directly next to the Zaandam railway station, and from home. Working hours/days can be arranged flexibly;
  • You can get part of your travel costs back through a tax exchange. If you travel by public transport you will also receive a net amount;
  • A home work allowance of €3 net per day;
  • Also well organised: a pension with the ABP, group discount on health insurance and partially paid parental leave, which is arranged in the collective labor agreement;
