Financial specialist Information provision & Automation – IT job in Netherlands

What are you going to do?
Your future tasks will consist of executive activities in the field of financial administration, license and contract management and advisory tasks in the field of finance. As a financial specialist, you and your fellow financial specialist have an important role in (proactively) advising and informing the head of department and the budget managers about the budget, financial exhaustion, budget cycle and reports. You also look closely at the billing process. What could be better or different and why? It is your responsibility that financial administration and the obligations process are correct.

A selection of your tasks:

• Executing the billing process (entering, coding and checking internal invoices) and drawing up external invoices;
• Draw up and send quarterly and annual invoices for ICT Gouwe-IJssel;
• Keeping records for obligations of the I&A and ICT Gouwe-IJssel department;
• Information center for financial questions from the I&A department and partner municipalities;
• Maintaining the financial budget of the INA department (in collaboration with the Financial Adviser);
• You have an advisory role and take the lead in proactively advising I&A on the financial process and financial progress with regard to the budget;
• You make forecasts and reports for the budget managers;
• You report to the budget managers and project managers about their exhaustion in a year (in collaboration with the financial advisor);
• You initiate periodic consultations with all parties involved to update the MIVOP forecasts towards the framework memorandum (long term);
• You coordinate the timely input and coordination within INA around the P&C cycle
• Keeping records of licenses and contracts;
• The timely signaling of expiring licenses and contracts so that we can start tendering or renewal on time;
• You are involved in the triangular discussions between Financial advisor, HRM and budget holder;
• Keeping the underlying financial models for the cooperation with the partner municipalities up-to-date.

Who are you going to work with?
As a financial specialist you will become part of the Information Provision & Automation (INA) department. The department consists of approximately 55 employees and is responsible for the ICT infrastructure, the workplaces, the service desk and the information provision within the municipality of Gouda. In addition, the department is also responsible for ‘ICT Gouwe-IJssel’: the ICT services for the municipalities of Waddinxveen, Zuidplas, IJsselstein and Montfoort. For your tasks you usually work together with: the financial advisor, project leaders, account managers and specialists. The head of department is ultimately responsible and the person who informs you about the progress. Outside the department you link up with colleagues from the finance department and the partner municipalities.

The INA department is responsible for carrying out approximately 70-80 small and large ICT projects. These projects are carried out for both the municipality of Gouda and ICT Gouwe-IJssel. In order to do this properly, we not only take into account finances and manpower, but also the dependency of the project. Important moments are the milestones in the budget cycle and the agreements regarding the ICT agreement of ICT Gouwe-IJssel.

What do you have?
You manage to explain complex financial processes and calculation models to people who are not financially literate. You enjoy working in and with a small team where there is plenty of room for your opinion and ideas. You function best in an open and honest environment. In addition, you can work independently and you work with attention to detail. Switching between different communication levels is easy for you, so you have good communication skills.

You also recognize yourself in the points below:

• MBO+ or HBO working and thinking level;
• Knowledge of and affinity with (preferably municipal) finances;
• Handy with various systems, such as: Excel (advanced), Key2Financien and the Business System;
• Analytically strong: you easily make connections between financial processes, the agreement with the partner municipalities and the current projects within INA;
• At least two years of experience in a financial position and knowledge of financial processes, budget cycles and reporting.

Salary and contract
It concerns a function for 26-32 hours, where we always start with a contract for one year. The salary depends on education and experience and amounts to a maximum of €4,537 gross per month for 36 hours (scale 9, Collective Labor Agreement for municipalities 2023).
