You play a crucial role in the ambition of the municipality of Haarlem and Zandvoort to work more data-driven, to be transparent and to handle data responsibly!
The municipality is organized in four domains such as the social domain or physical domain. You are (together with your colleagues) an important pivot in the further introduction of data-driven working and increasing the maturity of data management within the domains.

As a domain data steward, you are responsible for data governance within the domain or domains that fall under your jurisdiction. You also propagate the vision and ambition in the entire field of data. Together with the CDO and fellow domain data stewards, you form the data governance desk in the municipality. From this desk, you contribute to increasing the maturity of the municipality’s data management by setting up, prioritizing and coordinating data management initiatives with an organization-wide impact. You also help to draw up unambiguous definitions, clear frameworks and guidelines that data must comply with.

  • You translate the data vision and ambition into operational activities;
  • You contribute to the organization-wide development of data governance and data management;
  • You are the point of contact for advice and (departmentally transcending) data quality issues;
  • You organize and chair the data steward meeting of the domain;
  • You are the advisor who analyzes options and makes recommendations to data owner and management;
  • You are responsible for drawing up uniform processes, and you determine guidelines that data must comply with in collaboration with, among others, the security officer and privacy officer;
  • You monitor the progress of improvement activities related to data management and data quality;
  • You ensure the development, maintenance and availability of the data dictionary.

Job requirements

  • The salary depends on experience and education and is a maximum of €5725 gross per month (scale 11) with a full-time employment of 36 hours per week.
  • A labor market allowance may be one of the options.
  • On top of that you get 17.05% Individual Choice Budget (IKB). With the IKB you make choices that suit you and you put together part of your employment conditions yourself. For example, you can supplement your monthly income with a partial payment from the IKB. Or you can convert it into extra leave or achieve gross-net benefits when purchasing, for example, a bicycle, a sports subscription or a course that is not reimbursed by the employer.
  • An employment contract of 32-36 hours per week. You start with an annual contract that we are happy to convert into a permanent contract if it functions well. Flexible working hours are negotiable in this position, as well as the possibility to work hybrid. Depending on the position, you will receive a mobile phone and a laptop or tablet.
  • The fringe benefits include reimbursement of your public transport travel expenses, commuting and partially paid parental leave. ABP is the pension fund for the government and offers our employees a good pension scheme.

Who are we?
You will work at the Data, Information and Analysis (DIA) department. More than thirty data experts work at DIA. We like to work together, learn from each other and strive to bring as much added value as possible to the organization. The department consists of two teams: Resource management and the Data expertise center, where you will work.

Terms of employment
You show leadership and are innovative in an often unknown, complex and changing environment. You can handle multiple complex issues at the same time. You can properly assess and weigh the interests of all parties involved, set the right priorities and communicate clearly. You are proactive and have a result-oriented attitude.

  • You have a demonstrable WO working and thinking level;
  • You have at least 3 years of experience in a similar position;
  • You have experience with implementing data governance;
  • You are familiar with DAMA DMBOK or another best practice;
  • You preferably have work experience in a local government.
